While it does make sense to have a 'cache' to speed up re-opening an already-been-opened attachment, Outlook isn't the sharpest at keeping itself clean. I myself am generally not a fan of 3rd party software for fixing things like this. However, in large environments, that freeware outlook cleaner tool mentioned in references might end up being total salvation for another administrator.
